Conway City Council

The City of Conway operates under the Council form of government. Except as otherwise provided, all powers of the city and the determination of all matters of policy shall be vested in the Council, with each member, including the Mayor, having one vote. The council is made up of the Mayor and six council members who are elected at large and serve four (4) year staggered terms.

Meetings of Council Regular meetings of the council shall be held on the second and fourth Mondays in each month, 5:30 p.m. in the City Council Chambers.
All regular and special meetings of the Council shall be open to the public.
Quorum and Rules of Order A majority of the council members serving shall constitute a quorum for the conduct of business at any meeting. The mayor or mayor pro tempore shall preside, except that in absence of both, the members present shall elect a presiding member.
Voting Requirements All actions of the council shall be by majority vote of members present at a public meeting. Every member of the council present shall vote on every question except when required to refrain from voting by state law. The vote on every question shall be recorded in the council minutes. No member of council may leave the council chamber while in public session without permission of the presiding officer.  The minutes of all public meetings of the council shall be a matter of permanent public record. Minutes shall not be considered the official record of a meeting until approved by the council.
Appearances of Citizens Any citizen of the municipality shall be entitled to an appearance before the council at any regular meeting concerning any municipal matter, with the exception of personnel matters. Persons desiring to speak must notify the clerk prior to the beginning of the meeting and must state the purpose of their appearance.
Agenda Matters to be considered by the council at a regular meeting shall be placed on a written agenda prepared by the administrator and publicly posted by the clerk by noon on the day preceding the meeting. Other than those matters specified on the agenda, no other business may be acted upon without majority vote of council.
