Mayor Barbara Jo Blain-Bellamy
Atty. Barbara Jo Blain-Bellamy is a Conway native whose assigned work is to serve others. She began a social work career before completing her undergraduate studies, and later centered her law career on relief for the underserved. Her fundamental belief is that the best use of our God-given talents is in service to His people.
Sworn in as Conway’s first black mayor on January 4, 2016, and after re-election, on January 6, 2020, Barbara’s contributions as a member of the Conway City Council began in January 1993. She twice served as Mayor-Pro-Tempore, and was the city’s deputy administrator in the early 2000’s. Barbara has also served on a dozen or so boards and commissions over the past 25 years. She is currently a member of the SC Bar Association, president of the Horry County League of Cities, executive board member of the Myrtle Beach Regional Council of Governments, and board member of the Municipal Association of SC. Keeping Conway in the spotlight, Mayor Barbara Blain-Bellamy is the former president of the Association of South Carolina Mayors, Chair of the Waccamaw Region Council of Governments, and first Vice President of the Municipal Association of South Carolina.
Barbara earned an associate’s degree from Coastal Carolina University (then, a branch of the University of South Carolina), and bachelor’s and master’s degrees from USC. At age 46, she began her studies at the USC School of Law, and has since practiced criminal and domestic law. Barbara was awarded an honorary doctorate in public service by Coastal Carolina University in 2018. Her leadership skills were honed through Leadership Grand Strand, Leadership South Carolina, the American Leadership Forum, and the Municipal Elected Officials Institute (an Advance Institute) of Government. She is most proud of being a late-bloomer and lifelong learner. Barbara overcame her fear of everything dark and alone when, at age 55, she hiked for five days in the Blue Ridge Mountains and spent 24 hours in absolute solitude. She later learned to swim at age 60. In 2019, Barbara was named ‘Citizen of the Year’ by the Upsilon Beta Beta Chapter of Omega Psi Phi Fraternity.
Through substitute-parenting and step-parenting, Barbara is the mother of seven and grandmother of eight. She and her husband Bobby Bellamy are active members of the Friendship Baptist Church. They enjoy travel (foreign and domestic), bargain-hunting, and cherish every moment spent with granddaughter, Kennedy. Barbara also enjoys writing, reading, and Sudoku puzzles. She plans to study art history and philosophy.

William is a native of Conway, SC and a 2003 graduate of The University of South Carolina's Darla Moore School of Business. William and his wife Sallie manage a financial advisory practice in Conway, and together they have two sons, Mac and Sam.
William serves on the advisory board of Coastal Carolina National Bank and he serves as Vice President of The Conway High School Educational Foundation, past president of Billy's Boys Inc., and past president and current Secretary of The Waccamaw Sertoma Club, former board member of The Conway Chamber of Commerce and The Conway Planning Commission.
William is an active member of First United Methodist Church where he has served many roles including Finance Chairman and he enjoys participating in outreach projects.

Beth Helms
Beth Helms was elected in 2021 to the Conway City Council and is currently serving her first term. She graduated in 1986 from Conway High School and then graduated from Clemson University in 1990. She has a BS in Management with minors in Finance and Real Estate from Clemson University. Beth is a Certified General Real Estate Appraiser (CG-1685). She worked for twenty years as a Fee Appraiser and is currently employed by The Horry County Assessor’s Office as a Commercial Real Estate Appraiser. Beth is FEMA certified with Federal Government for Disaster Relief. Beth coached girls’ softball at the Conway Recreation Department and played league tennis at the Riverfront Tennis Center. Beth has also served on the Conway Booster Club Board and the Riverfront Tennis Committees.
Beth is a Member of First Baptist Church of Conway and also attends The Rock Church. Her family includes her parents, Donald and Betsy Helms of Conway; her brother David (Kathy), and a nephew, Hunter, all of Chapin, SC.

Justin Jordan
Justin Derrick Jordan was elected to City Council in 2019. He is a native of Conway, SC and a 1996 graduate of Conway High School. Justin attended both Coastal Carolina University and Horry Georgetown Technical College earning a degree in Business. Justin started working in the home medical equipment field while still in high school. He continued to work with a local company until December 2007. At that time, he opened Reliable Medical Equipment of Conway. In early 2012 Justin sold his company to a national home medical equipment company, AeroCare Holdings, where he remains employed.
Justin is the Co-Founder of Conway Cares, a local 501c3 formed following the devastating flooding from Hurricane Florence in 2018. Justin was awarded The Humanitarian Service Award at the 2019 Mayor’s Awards Banquet. He also has served on the committee that was tasked with the design and building of the all-inclusive playground at the Conway Recreation Center.
Justin married Alison Holmes Jordan in 2005, an employee of Horry Electric in Conway, SC. They are the proud parents of two daughters Rylee and Raegan.

Larry A. White
Larry A. White was elected to City Council in a special election on March 10, 2009. He is a graduate of Conway High School and Elizabeth City State University. Formerly a teacher at Socastee Middle School, and Health Educator at Region 6 of the Department of Health and Environmental Control (DHEC) and Health Care Partners of South Carolina, as an Outreach and Enrollment Specialist. Now Retired, he assist seniors with lawn care issues.
He is a lifelong member of Bethel AME Church where he serves as Church School Superintendent, Class Leader, Church School Teacher, Choir member and Trumpeter, Bus driver, and recently named Area Commissioner of the Debutante and Master Commission for the Marion District of the AME Church;(the first male to hold this position in the State). He is a founding Board member, and current President of A Father's Place, which has offices in Conway, Georgetown, Myrtle Beach, Marion and Williamsburg Counties. Larry is a member of Morning Star Lodge #72. He is also a Founding Board Member of Horry County First Steps and former chairman of the Smith-Jones Community Center, and a member of the Martin L. King, Jr. Planning Committee, to list a few of his accomplishments.
Larry is a "Community member at heart". He has started a "Community Garden", "On the Hill", on Race Path Ave at his former homestead. He is the very proud father of four children and eleven grandchildren and 3 great-grandchildren..
